Elves dont have as much of a layout challenge as humans do, but their first upgrade will require a lot more population to catch up to the new size of 18 squares compared to 10. Once your forest glade and fabrications are upgrading, producing the rest of the goods needed to finish up the chapter should be smooth sailing! So that means that to produce requisite 36K worth of elemental resources you will need to run about 1,100 productions which will require pretty much exactly 50mm worth of mana.
